Ok, so apache is there and even the apps vhost is there, but not the ISPConfig vhost. Please check in /etc/apache/sites-enabled if the ISPConfig vhost symlink is there: ls -la /etc/apache2/sites-enabled/000-ispconfig.vhost it should be: root@server1:~# ls -la /etc/apache2/sites-enabled/000-ispconfig.vhost lrwxrwxrwx 1 root root 44 Feb 28 15:19 /etc/apache2/sites-enabled/000-ispconfig.vhost -> /etc/apache2/sites-available/ispconfig.vhost

Either you deleted it, or you ran an ISPConfig update while not being logged in as the root user correctly so that services could not be found by the updater. ISPConfig itself can not delete that symlink itself at runtime.
