I must be missing something. I want to add a 2nd server to backup the DNS.
Both are running Ubuntu 18.04 server (VM). I searched around and found this
    https://www.howtoforge.com/how-to-r...-secondary-with-ispconfig-3-debian-squeeze-p2
It did have a few questions that where not listed but I think I made the correct guesses. I also installed the interface so I could go look to that server if the need ever happened.
The master server (ispconfig.[domain.com]) see's the new server right away and I go and set it as a mirror of server ,and pick the main server (only one listed).
But that and any other changes get stuck in the little red ball world.
I have tried uninstalling and reinstalled3-4 times with no change.

    What am I missing

The ISPConfig manual explains how to add more servers to ISPConfig setup.
My setups are one or two servers for web and e-mails, and separate name servers. Then the nameservers after the first one are mirrors of the first.
If the changes are not getting ot the second NS server, follow these instructions:
    https://www.howtoforge.com/community/threads/please-read-before-posting.58408/
    https://www.faqforge.com/linux/debugging-ispconfig-3-server-actions-in-case-of-a-failure/
A common mistake often seen in this forum is the database accounts for the slave ISPConfig servers are missing or wrong, thus the slaves can not get the updates at all.
