Every now and then I see this message in the log file even though Greylisting and (Mail Domain and Mailbox) spamfiltters are "not enabled". Seems to be mostly Spam emails that get bounced but I can't see what causes it.
Try to set the filter to non-paying. Not enabled means that no filter is enabled in ISPConfig, but Rspamd or Amavis defaults will apply.
