Whats the best way to setup mutiple sites for different hostnames (ex. www., shopping., fourms. each having own website) but give the ftp access to one administrator across mutiple sites? These additional hosts will only need ftp, no mail users, etc. Should I just edit the apache vhosts and add manually?

You cant do this setup in ISPConfig. Either create a website for each domain / subdomain with an different FTP acount for each website and then add one of the FTP users to the groups of the other websites in /etc/group or setup the sites manually.

Thanks till, maybe this might be a canidate for a new feature, I could see a customer wanting multiple sites and wanting just one login. Maybe a menu that lets you put in hostname and directory for IndexHome all under one site, this way only one site in ISPConfig per domain name.
