The opensuse 12.2 tutorial is not compatible with opensuse 13.1 and ispconfig will not work without fcgi support. We have not published a tutorial for opensuse 13.1 yet as ispconfig stable version 3.0.5.3 is not compatble with it due to changes that opensuse made like removing a linux shell command that is still available on all other linux distributions that we used to add useras and groups.

The ispconfig 3.0.5.4 RC1 works with opensuse, you an get it here:

    http://www.ispconfig.org/blog/1/entry-125-ispconfig-3054-rc1-released/

A new tutorail for opensuse 13.1 will be published when the ispconfig 3.0.5.4 final gets released next week.

Btw, why did you choose opensuse for a server and not a better suited and easier installable Linux Like Debian, Ubuntu or Centos?

In my opinion you should use debian wheezy or ubuntu.
