No, I meant the apache2 php.ini (if you have one). Example: /etc/php/7.4/apache2/php.ini but if your PHPMyadmin uses php-fpm, then there is no need to change the apache2 one. How big is the SQL file you try to upload?
file sizes vary from 600kb to 3MB, plain sql, zipped - no luck for any. i just fired up my local VM with the same config, which works flawlessly. this is driving me nuts....
