Postfix throwing the 530 5.7.0 Must issue a STARTTLS command first when RECEIVING email

Hi guys,
I have a ISPConfig3 setup with many virtual hosts. One of them is complaining that a good chunk of their client is calling to say that they are receiving the: 530 5.7.0 Must issue a STARTTLS command first "error" when trying to send them an email. This is a new client and they never had this problem before with the other hosting company they were with.

I tried to search online and did some changes, but it still not working.

You did not enabled the submission in the master.cf
