Bump. followed this guide and read all the comments. No matter what I do when I try to send mail with tls I get this. TLS is required, but was not offered by host mx1.hotmail.com

surely everyone can't be denying tls connections. TLS is required, but was not offered by host gmail-smtp-in.l.google.com could this be in the firewall. Everything else about the server is perfect.
I think my VPS provider is blocking outgoing TLS mail by rewriting the server reply's. If I hit the Hotmail server from home I get a different response than if I hit it from my vps see. What a nightmare! After denying for weeks that they block TLS connections, host1plus have finally admitted that they do. I repeat, if your running on a VPS with host1plus, you are behind a transparent proxy and are never going to be able to sent secured emails. This cost me a huge amount of money to figure out and rectify. Don't make the same mistake i did and go for the cheapest VPS provider. Once they finally admitted that they were blocking TLS connections. I asked for my credit balance back because i could no longer use their service and they wouldn't even pay me back the credit i put into the account. Never loan compensate me the money I lost figuring it out. Legal proceedings have commenced. What ever you do, stay clear of those guys at host1plus. https://www.freelancer.com.au/u/lawrence37.html . If you need a freelancer with some serious Linux chops. This guy is great. Lawrence finally nailed down the problem for me and migrated me to another hosting provider. I'm now with https://www.52degrees.uk/ and couldn't be happier. No proxies to worry about, running under xen server. Their support for the migration was unreal and they were a pleasure to deal with. They do look a bit expensive but they do price match.
