What FTP client and what version? Have you tried with another client? Is this the infamous Filezilla latest version bug that it can not use current FTP servers? More info searching this forum. Have you set up passive port range and opened the same ports in firewall?
filezilla 3.5 also try with smartftp an got this error Error 0x8007274c A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
