I read this thread about a similar issue, halfway it is stated:

I did this. Funny enough, if i change the username/password for the Reseller, the admin sends a Salutory email, but if that same reseller changes the username/password for a customer, then nothing happens.
My email logs are clean, my ispconfig logs as well.

Where do i start? (or continue :) )

Did you fill in an email address for the client?

Any errors in your mail log?

i filled in several different email addresses

there is nothing in the maillogs, not even a failed attempt.

And did you fill in a welcome message on the reseller's Options tab?

    yup

    Yes, i did.
at least, i am running version 2.2.8, and in that version, there are 2 places where you can fill in that email, as an admin on the 'other' tab of the reseller, and as a reseller under the Tools menu, in the Options folder, under Welcome Message. Both are filled in (its the same data).
The Standard Index page works fine, its created when I add a site.
Sorry, i did not mention my version number earlier, hope i did not re-discover a known bug.

There is no known bug with the welcome messages.

    What's the output of
    Code:
    netstat -tap
    ?

Looks ok. I wanted to see if Postfix is running, and boviously it is.
I don't know what causes the problem. :( All I know is that it's working for me.
