Install libmysqlclient15-dev instead of libmysqlclient-dev. BTW, the tutorial was written for CentOS, so you might have to adjust a few other things.

Is there anything else I should look out for? I'm trying to replace an ancient Cistron installation that is dying but still authenticating about 50 dialup users.
