SSH: Recompile your SSH daemon to support chrooting and enable chrooting then in ISPConfig in /home/admispconfig/ispconfig/lib/config.inc.php. The setup for suse should be similar then this: http://www.howtoforge.com/chrooted_ssh_howto_debian You need most likely only steps 2 FTP: If you followed the perfect setup guide for OpenSuSE 10.3 to install your server, then FTP Users are already chrooted.
