Addition - because I do not understand why HTTP (80) is not working - I modified the 400.html to include a meta redirect to https. That's not a solution, but it is an interim measure
Most likely you have some custom apache or nginx config in that website which causes the problem or you use strict transports ecurity so http requests are not allowed anymore or your cms sends the 400 error code.
THX - I do have strict transport security applied! So how can I apply best an apache redirect to this website and all subdomains for HTTPS? This is what my Apache directives look like now:
