    Hi,
    1. There is a spamfilter option at mail domain level and also in user level ? So is domain level overrides user levels? What is it for ?
    2. Is there a way to bulk change all users spamfilter ? In database which table?

No. User Level overrides Domain level of course.

Ok last question. Can I set user level "not enabled" and set at domain level for all users? Will that mean spamfilter is disabled? I want to make one config for all mail accounts.

    Yes.

No, that option is poorly worded, it means that there is no specific policy set for the email account, so it will use the email domain's policy. Ie. it is exactly what you want.
