SSH Allow root login from local network?

Hi I am running Ubuntu with ISPConfig, can how do I setup ssh server to only allow root login from local network ips or a local ip address, I have tried to set this, but not working, and 192.168.1.101 is the ip that should be allowed to login as root, but all other ips should be denied:

I found Serverfault article. Reading that I guess the not working is that root can login from all hosts because you have

Your config would work as far as I can see if you first put PermitRootLogin no and then in the end allow it from that one host.
