The intention of the quota is to limit the uage of the site to a given amount of traffic and therefor ispconfig has to disable the site. If you dont want sites to be disabled, then dont set a traffic quota. If you like to see a "warning only" quota implementation, then feel free to make a feature request in our bugtracker.
