Is it possible to disable all updating on Ubuntu 22.04? If possible, what is the CLI commands that can do that?

Backstory as to why I am asking. I have a limited amount of bandwidth on 5G hotspot, and I want to make sure that no automatically updates or anything will use the bandwidth.
