Ubuntu 25.10 is not a long-term (LTS) version. The current Ubuntu LTS version is 24.04, and the next long-term version will be Ubuntu 26.04. As ISPConfig supports only LTS versions and Ubuntu 25.10 is not an LTS version, it's not supported. Btw. You can always find the list of supported OS at ispconfig.org.
And to add to the above, even ISPConfig official support for Ubuntu LTS like 26.04 won't be immediately available as when it is released in April, but after some times thereafter, which normally will be on or after 26.04.1 fixed is issued, some where in October or later time of the year.
