updates to 2 master conf templates

here are updates to 2 files that are outdated in the current stable ispconfig.
maybe they can find their way into the next release.
1. html-trap.rc.master - v 1.151, bug fixes and filtering for newer exploits have been added.
2. db.root.master - updated ips for a few root name servers.
