Vhost configuation not working "require all granted" 403

Hi, I've recently migrated to new servers, these new ones are running fresh installs of everything and I've just copied everything from the old ones over.
Everything works on the new servers, however when I create a new site, the vhost configuration has "require all granted" which I know is correct for apache 2.4 but it doesn't work I get
    [Tue Jun 07 17:23:23.676271 2016] [access_compat:error] [pid 22318] [client 185.97.213.2:51421] AH01797: client denied by server configuration: /var/www/testsite.com/web/error/403.html
and a 403 error on the page load
If I change the access to the old "Order allow, deny Allow from all" from "require all granted" it works, but this doesn't make sense, I'm running 2.4.7
I've done lots of googling and people only seem to be having the opposite issue, the old directives not working which would make sense, but in my case, only the old directives are working, not the new!

    Thanks!

The problem might be that you copied the main apache config file over as well or the ispconfig.conf or ispconfig.vhost files for apache so that they contain old syntax. If you mix old and new Grant syntax in apache 2.4, then the new syntax will not work until you remove the old syntax.

    1) Check /etc/apache2/apache2.conf and convert old grant syntax in this file.
    2) download ispconfig tar.gz again, run update.php with reconfigure services. this should fix ispconfig.conf and ispconfig.vhost files.
    3) run Tools > resync in ispconfig on the websites, this will write out all vhost files in new syntax.

Hi Till, thanks for your reply
My apache2.conf is the correct syntax it seems
I followed as you said and then every site was forbidden, as the new ones had been before so I'm even further at a loss!
Everything is all going wrong at once, sites and emails although unrelated....

    Any help is greatly appreciated!:)

    Heres my apache2.conf,
    # This is the main Apache server configuration file. It contains the
    # configuration directives that give the server its instructions.
    # See http://httpd.apache.org/docs/2.4/ for detailed information about
    # the directives and /usr/share/doc/apache2/README.Debian about Debian specific
    # hints.
    #
    #
    # Summary of how the Apache 2 configuration works in Debian:
    # The Apache 2 web server configuration in Debian is quite different to
    # upstream's suggested way to configure the web server. This is because Debian's
    # default Apache2 installation attempts to make adding and removing modules,
    # virtual hosts, and extra configuration directives as flexible as possible, in
    # order to make automating the changes and administering the server as easy as
    # possible.

    # It is split into several files forming the configuration hierarchy outlined
    # below, all located in the /etc/apache2/ directory:
    #
    # /etc/apache2/
    # |-- apache2.conf
    # | `-- ports.conf
    # |-- mods-enabled
    # | |-- *.load
    # | `-- *.conf
    # |-- conf-enabled
    # | `-- *.conf
    # `-- sites-enabled
    # `-- *.conf
    #
    #
    # * apache2.conf is the main configuration file (this file). It puts the pieces
    # together by including all remaining configuration files when starting up the
    # web server.
    #
    # * ports.conf is always included from the main configuration file. It is
    # supposed to determine listening ports for incoming connections which can be
    # customized anytime.
    #
    # * Configuration files in the mods-enabled/, conf-enabled/ and sites-enabled/
    # directories contain particular configuration snippets which manage modules,
    # global configuration fragments, or virtual host configurations,
    # respectively.
    #
    # They are activated by symlinking available configuration files from their
    # respective *-available/ counterparts. These should be managed by using our
    # helpers a2enmod/a2dismod, a2ensite/a2dissite and a2enconf/a2disconf. See
    # their respective man pages for detailed information.
    #
    # * The binary is called apache2. Due to the use of environment variables, in
    # the default configuration, apache2 needs to be started/stopped with
    # /etc/init.d/apache2 or apache2ctl. Calling /usr/bin/apache2 directly will not
    # work with the default configuration.

And last night they all changed to the new syntax, which took every site down!

Any ideas anyone? I've had to modify the ispconfig vhost template to use the old syntax by default which is a really bodge temporary solution
