What are the differences between Apache Versions

    I have two debian servers. First - old - 2.6.32-042stab120.11 and second - 3.16.0-4-amd64 (I setup it today).
    First has apache:
    Server version: Apache/2.2.22 (Debian)
    Server built: Feb 28 2017 15:59:21
    Second has apache:
    Server version: Apache/2.4.10 (Debian)
    Server built: Feb 24 2017 18:40:28

    The thing is:
    1. Why both servers has that old apache version - the newest is 2.4.25?
    2. Why first server with older apache version has younger server built?
    3. And what is "server built"?

    And on third server with Ubuntu 16.04.02 LTS is Apache 2.4.25 (currently newest) with Server built: 2016-12-21T09:13:44. It's strange, isn't it?
