How can I add to a XEN VPS ips ? I want to make them static ips. For example, if I`ll need to install cPanel on one VPS, I`ll need a static IP for cPanel.

The IP address can be specified in the Xen configuration file for the vm in /etc/xen.

But at install, the CentOS install asks me for an ip. How do I specify an ip for it ? I mean, can I use the outer ip for it ? The ip assigned to the box ?

You need a free IP address for it. If the system is in your local network, you can specify a free IP address from your subnet.
If it's in a data center, you must ask your hoster to assign an additional IP address to your server that you can then use for the vm.
