    Where to start?

    I won't recommend starting with server stuff at beginning if he like to host his own sites. I would recommend do some same like me ;D. Learning...

    php with css

    Import/ incluse css files into php page. include'CSS/main.css'; OR if you have a php file and like to output style lines, just use echo.
