After updating ISPCONFIG to 3.1.6 again the error-message disappears.
Same as George123 (config.inc.php not found) on ubuntu 16.04.3 LTS with nginx after ISPCONFIG update (from 3.1dev to 3.1.6). Log (roundcube) says...
