Pff i think i removed proftpd.conf file that edited by ISP_Config can anyone send me his/her proftpd.conf file .. ( NOT Orig_proftpd )

This can not be your prpoftpd.conf file. It is the ISPConfig proftpd.conf file which is included in your original proftpd.conf, it is no replacement for proftpd.conf.
