There are previous discussions on this forum about upgrading PHPMyAdmin, find them using Internet Search Engines. It may not be a good idea to upgrade, though. It may be the OS or ISPConfig does not support a later version of PHPMyAdmin. If you need a newer PHPMyAdmin, upgrade Ubuntu to 20.04, it comes with newer PHPMyAdmin. Use Internet Search Engines to find discussions about upgrading Ubuntu.
