That's not strange at all and of course, it has to be set in the config file as the default theme can not be set anywhere in the admin interface. What you did in the admin interface is that you set the template for a specific user and each user can have a different theme. But what when this user is not logged in (in other words, which theme to show then)? Then the default theme is shown and the default theme is configured in the configuration file.
