ispconfig php script takes a high load for long time

Hello all,
after reboot the ispconfig server takes a long time with the load down.
I had alook and the srcipt:

does it.
It takes more than 30min that the load goes down.
It consumes nearly 100% cpu and 50% mem.

Whats wrong?

Can someone help?
