ispconfig3 + centos7 - msg to mail forwarding quarantined despite spamfilter disabled

    Running 3.0.5.4p9 on centos7, odd circumstance where amavis is quarantining messages on a mail forward within a domain that has spam filtering disabled. Spam filtering on the domain is "not enabled" and yet amavis is blocking messages sent to a forward - there is no mailbox, the forward is set to forward messages to an address not on the same server.

    In maillog there is this as an example:
    amavis[17732]: (17732-02) Blocked BAD-HEADER-0 {BouncedOpenRelay,Quarantined}, [x.x.x.x]:58549 [65.54.190.124] <[email protected]> -> <[email protected]>, Queue-ID: BFDD47ADFB, Message-ID: <[email protected]>, mail_id: KrlKM2HIzsek, Hits: -, size: 8021, 243 ms

    Not enabled means that the amavis system defaults get applied. If you want to allow spam and viruses for a domain, then set a policy that allows this like uncensored for the domain.
