Port 8080 is not closed by ispconfig as ispconfig does not start a firewall autmatically and even then, port 8080 is not closed to ensure that you always reach the controlpanel, so you most likely hae an external firewall in front of your vps. you should aks the support of your vps to open port 8080 then.
