Seems as if you chowned the files to a wrong user. all files in this website has to be owned by the user web1, a user with the name ubuntu is not used on a ispconfig server setup.

Yeah, thank you. I've chaned owner to web1, it works, but it happening again somehow.
    What settings to check?

How can I make 1 ftp user for all websites?

Such a user can not exist as each website runs under its own user for security reasons. If such a user would exist then a hacker that hacks one website would be bale to take over all other websites on your server.
