Which distribution do you use? Did you follow any of the "Perfect Setup" tutorials on HowtoForge? Does FTP work from a remote computer (with an FTP client like SmartFTP)?

Ah, I guess I know what's happening: this is ISPConfig's monitoring script that connects to ProFTPd to see if it's running. It doesn't need to log in, it just needs to connect. You don't need to worry about this error in the log.
