Maybe someone knows a alternative/improvement?
instead of using regex, what about to split the value into "IP" and "/SUBNET", validate the ip and check the range for SUBNET?

feel free. the code should work - even this was my idea before the third cofee maybe there is no need to check the subnet-value but make sure, it's not empty. either throw and error or remove it silently.
