Users unable to change php version, but admin can

I have an issue at the moment where by administrators can change a websites php version, but the owner of the website can not. Even if the admin becomes the owner of the website, they see the same result. As the user, you change the php settings from say php 7.4 to php 8.0 and click save and you never it just takes you back to the main menu without making any changes. If you go back into the website settings, they are exactly the same as before you tried to change them.

Im struggling to find what the error is. Does anyone have any idea's"
